That's part of it, but the bulk is for personal use. And then another fraction is just from people who don't take the patient's pain seriously or are afraid of possible effects, and think they're doing something morally correct by dumping it.
- hunglee2 3y agogood point re: personal use. I am sure that is how it starts, before then resale coming along in addition. Whatever the case, it seems a robot nurse would eventually be preferable here!
