  Technically times to target is different than the "people who stay up until 3AM" target. You couldn't, say, target those users at 12PM noon as they are waking up. What you are suggesting is "people who are currently up at 3am" which is different.

      I'm sure it's collected. just it's not offered as a targeting criteria by any ad networks I know.
