There are many visas for rich people, like Korea's investor visa (500m KRW - $386,182k). I don't see why any country needs to put in the work for a visa for people who don't have any money. As I understand it, the whole point of these schemes is to collect money from people who do have it, instead of losing it to the guys who simply do remote work on the "tourist" visa.
