I'm a total noob when it comes to graphical Linux environments, but isn't the issue with scaling caused by the applications themselves? Like GNOME only accepting integer scales, etc. Setting X11 DPI worked just fine for me to achieve exactly the scale I want.

And it allows applications to display a PDF with an A4 page at 100% to have exactly the size of an A4 paper.
