The whole point is to allow you to engage in commerce only in ways permitted by your government. Not only that, but the idea is to put as many people in the position where they cannot own anything or possess anything of value that cannot be instantly confiscated by the government if it chooses to do so, without resorting to the messy business of coming and getting you. They just turn off your financial access, and you cannot even pay your rent or feed yourself. It's disgusting, I agree.
