Fair. But that's just the government. As powerful as they are, they don't have 100% of the total power in the whole US. Voters get a big say, and so do owners of capital. If anybody in such a society wants to get anything done, they have to build a coalition and sell others on the thing they want to do. This is a very, very good thing.
