A scary frightening conspiracy theory is actually comforting and reassuring. It gives a reason why there is evil and chaos and says that there are people in charge of things. It's much less reassuring and more terrifying to look at the world and see that no one knows what's going on really, there isn't some brainy think tank with a 1000 year secret plan for the future, that randomness and chaos and brokenness is the default. Conspiracy at any level tells us that there is a plan and tells us where we are in relation to that plan.
