It doesn't make any sense to use nuclear as a standby source of power. Nuclear costs pretty much the same whether you use it or not, so it doesn't make any sense to build it and leave it off. So if you build a nuclear power plant, save yourself the cost of whatever else you wanted to use as a primary source.
