Most software has always been really crappy, sometimes it's actually good in some sense and if you're a happy path user maybe you don't notice how crappy other aspects of it are. Used to be that hardware was comparatively crappy and more work went into that than into e.g. UI: not much point in worrying about color with monochrome displays. The question which is the lede maybe states it better than the title which precedes it: "With all the advancements in software development, apps could be much better. Why aren't they?" On that basis I think the article is ok although I didn't vote it up.
