Why do the fixed brightness LED lights need to flicker anyways? Why not dimmer elements, on full time? Like is it more expensive to throw a capacitor in there than to choose dimmer elements?

You can’t really dim an LED - they’re generally on or off.

  you can, its just more expensive to do current limiting vs PWM.

Because cheap. Often they just run the LEDs without a bridge rectifier so they are only using half the waveform.
