Justinian's reign also includes the "worst year in human history"[1]: 536 AD the year without a summer due to a volcanic eruption leading to widespread famine. It was quickly followed by the Plague of Justinian (542) wiping out nearly 50% of the population of the ERE.
This man's rule was tumultuous and he somehow clung onto power. The Nika riots were just a sneak-peek for what was to follow.
