What would be the best ARM laptop to buy today? Is there anything close to M3 macbook pros?

  No. Especially not as we get more of the accelerators working. I would actually stick with the m2 if you were trying to do it today. I now have the m3 booting Linux (but like USB does not work for real yet because apple changed power controllers to spmi based) but really good support is probably 6 months out since main focus is getting a good m2 release out the door (since that is where most users are)
