Not exactly: "As industries moved in, its once-overwhelmingly white population began shrinking. Today more than 70% of residents identify as Hispanic. The poverty rate has risen from 15% in 2005 to nearly 21%. Almost a quarter of the population doesn’t have health insurance."

Houston's residential sprawl into hurricane flood sacrifice zones and near industrial plants that blow up with regular frequency is the consequence of extreme Laissez-faire, malignant neglect libertarian utopian policies that let homes be built anywhere.
