Fraud rates as high as 20% is ridiculous.
Oregon has had mail-in votes for over 20 years. Despite many attempts at finding fraud, like the claimed "Seventeen percent of mail-in voters said they cast a ballot in a state where they were no longer a permanent resident" where it would be easy to detect fraud, it has not been found.
In any case, casting a ballot in a state where you are no longer a permanent resident is not necessarily fraud.
Americans living overseas vote in the state where they used to be a permanent resident, and military voters can vote in their state of origin, despite living outside their voting jurisdiction.
