- pxmpxm 3y agoI think you're missing the forest for the trees - the actual premise behind this idiocy is to try to compel landlord to rent out the vacant units when it's demonstrably uneconomical * for them to do so. The stated reasons (health reasons whatever other bs that's actually redundant to what's on the books already) are there just to avoid the invariable regulatory taking lawsuits.
