A fly-by-night IT training/certification/voucher reseller I worked for around that time saved customer billing information as a convenience. No joke-- credit card numbers, billing addresses, CVV codes, all stored in plaintext in an Access database. Tiny shop though; I don't know if they were big enough for PCI to even apply.
