The article could be more precise. It says France's stock market reaches new records. So I'm pretty sure they mean the CAC40, which is only part of France's entire stock market.
Might be that France has quite some long tail of smaller companies that also create value. There might be even more companies that aren't listed on any stock market.
Still for France and Europe, this is a very worrying sign. Market capitalization is an indicator of economic power. Basically, large swaths of the European economy could just be bought by these large companies.
