If you are that rich and as long as you build it on relatively sparsely built area (so you don't waste space) I say let billionaires build as many compounds with bunkers as they want. At least their money circulates around the economy that way instead of sitting in some offshore account/shares. A big compound also pretty much requires around the year security/crew/maintenance so it will very likely bring some local jobs after the construction too.
