Some countries have emergency apps that are call-equivalent (e.g. Nora for Germany, but not sure if it's usable outside German IP space). One could also ask local emergency service providers if they could help, and apparently there's International Direct Dialing (https://en.wikipedia.org/wiki/International_direct_dialing https://en.wikipedia.org/wiki/International_direct_dialing), but dunno if it can be used with these special numbers.
