On the one hand the Administration detests him on a personal and political level, while on the other (including and perhaps mainly DoD) he is professionally and technically indespensable. So we see these inexplicable charges and investigations such as rocket pieces falling in the desert, cancelled a little while later when it turns out they can't launch enough military stuff.
