The place I've just joined has an extremely big problem with this. There's a lot of documentation, but it all relies on an immense amount of background knowledge to be useful. It's difficult to strike a balance between excessive detail in docs versus wide readership, but I'm inclined to prefer the former as it helps alleviate situations like this.
