I only once saw proper „knowledge“ documentation working in a german company which had a strict waterfall methodology. When project started, we spent at least 1/3 of the time writing documentation and specification first, then code. Onboarding was a breeze and when corona hit - nothing has changed, we could operate as usual too. I also had to overtake a domain of another engineer who was leaving, the handover was minimal, as everything was written down.
