There are two parallel thoughts going in my mind. 1. smoke and mirrors 2. hatchet job as a favor to Google for old times sake (healthcare.gov resurrection etc. relations). Either way, this will not go anywhere, because Microsoft is run by competent people and FTC is not. edit: upon further reading, retribution for losing Microsoft-Activision merger could be a possible thing too. But my final observation still stands.
