"That said, EU lawmakers still decided to introduce major loopholes to again allow for such misguided uses through the backdoor. AI systems that are used to ‘recognize’ the emotions of asylum seekers or AI used to identify the faces of people in real-time in public space with the objective of searching for a suspect of crime are legalized through the loopholes and exceptions that the list of bans apparently foresees. Thus, the level of protection these bans actually provide can only be assessed once we see the final text."
To put all other things aside, the thing is; they've now basically legalized pseudo-science, i.e. stuff that makes erroneous inferences at best and dangerous ones at worst.
"The final list of bans is considerably longer than in the Commission’s original proposal, containing also a partial ban on predictive policing systems, a ban on systems that categorize people based on sensitive data (such as their political opinion or sexual orientation) or a ban on emotion recognition systems used in workplaces and in education. All"
Already prohibited by the GDPR, but maybe a double prohibition is desirable, who knows.
