Just speculating and projecting into the future - if world further drifts apart as it currently seems to be the case then both ISAs are US or UK which might come under export control and such. But in theory, that might not happen with an open source ISA though I have not read the fine print on the RISC-V licensing and this euphoria might not be warranted.
