That feels as an overstatement to me. You only need to build something platform specific if you want to _ship a JRE_, normal JAR works as usual if you expect users to have java or are happy with providing standard JDK. Sure jpackage seems nice but all the commercial end-user software I see bundles JRE only for windows and lands everyone else a nice fat jar.
