This is probably being downvoted for tone or (presumed) politics, but I find it to be true. GPT4 sans safety tuning is much more powerful than GPT4 for public consumption. I disagree with the last paragraph, though. The Chinese regime will want to have its own “safety tuning” - it will just be for different topics than the west.
