My take as German: ignorance and inertia.

  From the outside, the continued subservience to the US, the ultra weak immigration policy, the approach to Ukraine (linked to relations with US), defence policies, etc. all seem rooted in the Nazi period: trauma on the country's psyche, continued foreign occupation which created their modern institutions. It seems like the resulting mindset is to be 'nice' and meek. As noted in a quote in the article: "It’s hard to believe that this supine, defeated nation, was once the terror of the world"
