The only reason you would expel someone is if it was overly egregious.
Not sure what it is particularly special about this event.

There might be some diplomatic sabre-rattling going on, on some other topic. Also, more often than not you don't expel anyone because 1) it reveals the reach of your intel skills, and 2) it removes the capability to feed misinformation to the other party.
