You could easily make a broad spectrum omnidirectional RF jammer worthy of a big FCC fine. Battery full, need to shunt power? Time to spread a little free wireless power for the homies!
Another option is to have it pump a couple of CO2 lasers you have aimed at a disco ball rotating on top of the car. If you ever get chased by the cops you can turn on the disco laser so they can't stand to look at you.
A somewhat less sociopathic option in the style of your first thought might be to have the regenerative braking power an electric air raid siren so when you slow down you have that nice descending whoop noise :)
