Seems like a mess, I remember the old-style arrangement from when I lived in SF, it was imperfect but adequate. In Portland we do have some protected bike lanes / cycletracks, and they're mostly good, but you couldn't sprinkle them everywhere, mainly you need a lot of extra room.
