Wait: how does that prevent reports? The recipient presumably can see the message and share it. Are reports coming from messages that are read by a third party? I’m assuming Meta itself, as that’s the only party who can and would do it at scale.
That’s not the NCA telling what Meta should do; that sounds more like an internal Meta team that deals with that and has close contact with the NCA, unhappy they can’t use keyword search to flag bad things.
