Rocket is its own web framework, but Loco is built on top of axum. Axum is a little more lightweight and has a simpler/cleaner API. Loco also, if I'm not mistaken, is trying to take more of a batteries-included approach than Rocket.
According to the axum's readme, another feature that sets it apart is that "axum doesn't have its own middleware system but instead uses tower::Service. This means axum gets timeouts, tracing, compression, authorization, and more, for free. It also enables you to share middleware with applications written using hyper or tonic."
