It's an agenda the big German industry players pushed since that made workers and unions weaker while making German industry more competitive worldwide and Germany as a country richer. This serves as an important reminder for the distinction between national wealth and individual wealth, which are not always directly proportional. You can easily make your country wealthier and your people poorer at the same time, which is exactly what Agenda 2010 did.
