I'm a consumer of healthcare and so I'm qualified to judge it as a problem, but I'm not going to prescribe the optimal path - I leave that to the real experts. I'll also say Universal Health Care =/= health care solved. I've spoken to plenty of people across UK/Canada/EU who have a lot of complaints about their system.
