I've had reasonable luck with full spectrum LED grow lights (quantum board). Though you absolutely 100% need a diffuser. Discovered their efficacy by accident after one winter I shared an office with my house plants. Though looking at the research they are probably putting out enough energy in the blue spectrum to risk cataracts (so do your own safety research).
