Yep, 'guest blogging' has turned into a spam plague/avalanche, and 99% of the requests aren't even worth taking seriously. My advice is to ask them what the articles would be about, and if they're just the usual 'written in 4 minutes to sell links to garbage' level fluff, decline the request. Because your readers won't be too happy if your site gets filled with useless crap like this, no matter how much it might pay.
