It seems like there's some Council involvement, but it's a little unclear about if industry or government is running this thing. 2) Are there payment options available in this system with cash? While digital payments are often convenient, it should still be possible to use a nation's legal tender. 3) If this is some kind of centralized system, how is user data provided to law enforcement? The cynic in me thinks that some kind of system like this would enable law enforcement to too easily go fishing and cast a very wide net for anybody parking in a particular area.
