This would require/requires a total overhaul of how the current academia works. E.g. PhD would be unattainable with that publication criteria. Tenure and funding criteria would have to be totally overhauled. I'm all for the overhaul of course. But it's not fixable solely by publication criteria. In fact publishers benefit from poor quality. The publisher system makes no sense and is actively detrimtal to science and disseminating information.
