A good many of the less critical internal tools were have-a-nice-day tested. Meaning, if you looked at them cross-eyed they fell over. Teams put them out, gave a tech talk, got promoted, and then lost interest and moved on. Note I said "less critical." Some of the important ones were really excellent, e.g. Dremel.
