Itd impossible to give a general yes or no here since every state is different. The states determine what the city / county / town divisions are and what powers they have. Some places, like philadelphia the town, county, and city are all one thing, but the rest of pennsyvlania is not like thay. Somw states its an act of legislature but others its a state constitution which may be difficult to change.
