I don't see why a specific rule applying to certain flights would be the answer. Presumably a carbon tax would tax all flights, but ones abroad would require more carbon which means they would be taxed more. Given that carbon consumption is correlated with higher wealth/income, it seems like a fairly progressive tax too.
