What about models besides GPT? Most of the popular vector encoding models aren't using this architecture.
If you really didn't want PyTorch/Transformers, you could consider exporting your models to ONNX (https://github.com/microsoft/onnxruntime https://github.com/microsoft/onnxruntime).
