There's no merit to this complaint about Docker that it complicates configuration. Actually it simplifies a great deal. Author should consider how configuration is at different locations and sometimes even further split differently in different distributions for the same software package (apache, PostgreSQL etc) while a docker Image has it all at a very well known location within image and it doesn't matter where you use that image.
