It remains absurd that corporations can do this shit (PayPal does this a lot, I recall various other articles over the years for other companies as well), and there are no consequences. Delayed payment should have mandatory penalties along the lines a normal person would get for failure to pay a bill. Seriously, if you think it’s fraud then there should be a police report, if it’s a ToS violation close the account and ban the user, but if they haven’t actually committed fraud it’s their money.
