It's completely fine to exclude Civ -- it is kind of a unique game that aims to include many aspects of ancient and modern Civilizations from military conquest to scientistic research to engineering achievements. You could argue it's an aspect of the game but not a central game mechanic which the list aims to promote. Don't over think it though -- it's just a list of games that supposed to be useful to whatever audience you have in mind. I'm just trying to rattle off suggestions anyhow and that makes the list better given many games were 'considered'.
