One of the main issues is that veterans who are deployed may, through no fault of their own, not be in a position to challenge say a court decision or otherwise exercise their right within the normal time limit allowed. Even if they are not deployed abroad, they may be forced to move at a moment's notice when other people usually have the time to make preparations and thus may not get mail immediately.
