I think people are being too legalistic with this language. OpenAI don't have some golden contract that prevents MSFT from building their own LLMs. That's it. If OpenAI disappeared tomorrow would MSFT just add a bunch of their employees to OpenAI's github repo? Of course not. But it's not a total secret how to build LLMs and they're going to poach all the best staff anyway. The more important point here is Satya is saying "Shareholders don't worry" and "Board of OpenAI, don't fuck about you need us more than we need you"
