Without a massive discount on actual operations OpenAI didn't have much of a business. They were likely getting their Azure stuff at cost, the same as an internal Microsoft org would be charged for Azure, which is cheaper than building their own infrastructure or paying retail cloud rates. Microsoft wouldn't give them such a sweet deal without guarantees on their part. They're not going to put up billions and base products on a company that could cease to exist at any minute for a bunch of reasons.
