    “Big tech companies” was in quotation marks because it’s a journalistic term, not a direct quotation from their charter. But the intention was precisely that - just read the charter.       Look at the date of that article, those ideas look good on paper but then reality kicks in and you have to spend lot of money on computing, who funds that, its the "Big tech companies".
